Does this quirk work/make sense in the mha/bnha world?

Quirk name: choice.

Effects: the user can temporarily use any quirk they say the name of.

Downsides: using one quirk for more than 4 minutes begins to drain stamina, the same thing happens when/if using multiple quirks at once, the user must verbally say the name of an existing quirk, if they're unable to speak the quirk can't take effect. It takes more effort to copy mutant quirks/they aren't able to use it, the user takes on the quirks negative effects (ex: erasure would dry their eyes, cremation would burn them, etc)

what do you think of this quirk? (I didn't realize how similar it was to Monoma's quirk until after making it but in my opinion it's still better than my first elemental quirk idea which basically just made me the avatar(
