Moving to Portland in September - questions about neighborhoods and going out?

Hello everyone - I’m relocating from LA in a few months and trying to get a feel for a few things before I land.

First, neighborhoods: I’m looking at Pearl District, Buckman, and the South Portland/OHSU area. Anyone have real opinions on those three? I’m in my mid-20s, no kids, have a dog. Looking for something walkable with decent nightlife access but not a warzone. What’s the honest take?

Second - bar/drink prices. Coming from LA where a cocktail is $18-22 and a beer is $9 minimum, what’s the going rate out there? Is it actually cheaper or has Portland caught up?
