Stuck tailgate hinge bolt

I’m trying to replace my tailgate hinge. I got the T50 torx. 3/4 came out.

One is seized. I’m so far trying to keep putting lubricant on it.

Anyone have tips? Was wondering about heat but top of bumper is plastic.
