How do you ensure that receipts are always issued?

We have a retail/wholesale business with lots of cash transactions. I know this problem is caused entirely by us not having a robust inventory keeping system but we have always been headcount and technology constrained.

How do you check that receipts are always issued? We have a cctv installed but it’s almost impossible to check the counters all day.
