MSI x870i can’t boot to usb drive or save boot priority in bios

I replaced my m.2 to a new ssd drive and put in a Windows 11 usb flash drive. Spamming f11 for boot menu I see the UEFI: Generic storage device 1404 im assuming is my USB thumb drive because it does not show when I remove it. Selecting the drive does nothing and screen goes blank and just returns to the boot menu.

I tried changing boot priority and disabling security device support in trusted computing. What should I do?
