I dreamed about a stranger watching me through my neighbor window

In my dream I entered my room and saw my sister sleeping in my bed, it looked like it was in the afternoon, then I looked in her room and there she was again, also sleeping in her bed, I didn't feel scared, so I approached my bed and kind of talked with her a bit and she said "there's some perv watching us", next we are running to the garden and there is the daughter of a teacher, it was like yeah she was watching using binoculars but she wasn't looking at us but something else, again I wasn't scared at all.

Then I started to walk back to my room but at the last second I decided to crouch down and slowly check the window, then I saw it, a young man, watching me directly into my eye, he was at my neighbor's house, watching me through their biggest window, and it terrified me, although I think of him as one of my neighbors, that face was not from my neighbor, nor even it was the correct house.

I ran downstairs where my parents were talking, I told my dad about it and when I looked up there it was doing signals of not talking about him while smiling, when he noticed I already told my dad he kind of got frustrated (I think), I started to yell and insult him, then my sister showed up and told me something I don't remember, but we were going out, at the last moment my mom told us to better not and stay at home

Then I don't remember how, at some point the guy kept watching us, my sister yelled at him, and my parents told us to not talk to him, that when we thought of going out, he was waiting for us at our destination.

At the end the guy ran away, apparently all his family was moving out and revealing himself was like his final act...he was always watching us.

This scared me so much, can someone help me to interpret it?
