Impact Player rule change suggestion

So the main problem with impact Player rule is it makes cricket a 12 player sports instead of 11 so I hv a suggestion regarding instead of removing the rule completely they should allow a substitution but instead of 12 v 12 players game it should **be** 11 v 11.

Like during the 1st innings of a match when a collapse is happening and the team has a 6th bowling option so they should be allowed to substitute a player , bowler in this case who hasn't played a bowl In this match . And take the extra batter in his place .

Most of the sports have substitution this change should Cricket have it too without providing an unfair advantage to either side .

Will this work ?? Instead of removing the rule completely??
