Reactive five month old

My puppy is the sweetest, but she’s also so reactive out of fear. I’ve been taking her on walks twice a day and sometimes she’ll be fine, but most of the time when there’s people jogging/walking or people walking their dogs, she’ll lunge and bark and whine. Most people just keep on walking, but I had a man yell at her for barking and it makes me so anxious. I try to not pull on the leash too hard, but I’ll move her along to keep walking away from her trigger and she’ll calm down fairly quickly. Has anyone experienced this or have tips?
