I feel helpless I dont know how to socialize

I'm a university student currently in my final year, and I can count on both hands how many people I've met and talked to, and on one hand how many I've talked to more than twice. I would never admit this to anyone irl but I geniunly sometimes wish I could ball my eyes out because I feel like i dont know how to talk to people, I know that people like to label this as being an introvert the truth is i hate staying indoors I hate not socializing, I have one close friend and when I hangout with them for a few hours I geniunly get such a good dopamine hit i feel happy for the rest of day and the next. This interaction I had with someone yesterday is what felt like the final nail in the coffin that I need to change or something, or else nothing will happen. So Im in a a tutorial class where we have to do an assignment in pairs or groups so ask one person siting alone if i could pair up and she agrees so work on the task and every once in a while i ask something and she asks something its a normal conversation I also get really happy bc she is from my home country, keep in mind this class has been going on for months and this is the first time i see her so i assume she doesnt come to class often. In my head, I wanted to get her social media handle so I could stay in touch, since I really don't know anyone from my home country. I basically only have one friend (the really close friend I mentioned), at least in the country I live in. I don't know how to get over the fear of just talking in my head; every person is hateful and is not interested in having a conversation, or hates being interrupted. Yes, I've tried therapy, but it was the most useless hour of my week for 4 months. This has been going on since high school its not something new i didnt even go to the prom because i knew (when i say knew i knew his name but thats it lol) one dude in the entire school. I won't get too into my story, but I basically moved halfway across the globe after finishing 9th grade, then when 10th grade happened, COVID happened :) I'm really stressing out over this if you can't tell by my terribly messy rant, so if anyone has been in my situation and gotten out of it, please tell me what worked
