Help! Regarding RTA NOC

I am purchasing a bike from Hyderabad, I live in a different RTA zone within Telangana. The bike is under finance. However the owner cleared the loan and received NOC, loan closure letter. When I approached a dealer from my RTA, he asked me to bring the NOC/CC from the Hyderabad RTA.

I am not able to find any reliable source on intra state ownership transfer while the bike is on finance.

Please guide me on this

1. How long it takes to get NOC/CC from RTA when the slot was booked for 1:30 PM

2. Will the NOC be collected as a physical copy or can I just download the document from the Telangana RTA site

3. Do I need to get any proof/document from seller RTA to remove hypothetication

4. What are all the documents I must collect before coming back.

Please fellas, anyone who is aware about the RTA processes please help me out.
