Is a Catfish selling videos of people who look like the person they are catfising as a crime if they put somewhere there not the same person

If a catfish who uses a persons identity and sells videos they found online like phub etc that closely resembles the person they are catfishing as a crime IF they put somewhere in a public eye. Something like they aren’t the person in the photos or videos would that still be a crime
