Thoughts of chances of Foot Claim being approved via HLR?

I'm a bit confused, especially, by the 2017 statement. As that's when I exited the military. On top of that, she claimed my service records were irrelevant. I put everything on my Health Records regarding my feet in the images. It's annotated in-service and on my exit exam.
