Is there a reason R.L. Stine's The Haunting Hour is only in Spanish on the Tubi app?

I shouldn't have to pay Amazon $2 to watch a show that native Spanish speakers get for free... And if it's just a regional thing why do native Spanish speakers get preference over English speakers when I'm in the central United States?!
