[CA] Joint lease ending but one roommate wants to renew, so landlord is saying he will not return our security deposit

Our joint lease signed by 3 people is ending at the end of July. 1 person wants to renew the joint lease, but the other 2 (including myself) are not renewing, and have already given the notice via email.
The landlord is saying that he will not return our security deposit because the security deposit stays with the joint lease, and the other person is renewing. He is requiring that we find replacement tenants to get our deposits back from the them, otherwise our deposit will not be given back.

My main question is whether renewals are allowed when 2 of the 3 roommates have not agreed to it, and whether the landlord is correct in making us find replacement tenants to get our deposits back. What should I do in this situation?
