PS Vita Dev Kit (PDEL-1000) Questions!

I have a few questions about the PS Vita Dev Kit model PDEL-1000, if anyone has one or has information that’ll help me answer my questions that’ll be great!

Question 1 - can you sign in with a standard psn account, earn and sync trophies, download games from the store you own and does it play retail cartridges?

Question 2 - does Question 1 get affected if the console is expired or not?

Question 3 - does the HDMI out work pretty seamlessly, plug and play so to speak?

If you can help me answer these questions that’ll be great!
