Is O'osa nerfed once you pick him

I couldnt find anything online but I remember giving him a chac chac while playing as marcoh and seeing his matack go from 80 to 180 and deal 1200dmg hurting attack with no rev to picking Oosa and watching him deal a sad 120 dmg with his chac chac, am I crazy or does he get absurdly nerfed when picking him?
