help with Elgado HD60X capture Card

I tried everything, Literally even youtube videos, They all say the same thing, Please help me! It keeps blinking Red, I have it in USB3.0 already i tried EVERY USB on this Pc, This Motherboard is a Asrock Z790-C, i Swapped to countless devices, Made sure HDMI is in right ports, Even downloaded the Utility app, I swapped cords too, NOTHING seems to work, This is so confusing and stressing.
