Alaska's bike bag policy question... (Handlebar position, not hard/soft case)

I'm shopping for a bike travel bag. Alaska's bike policy says hard case or original manufacturers box. I've seen from previous threads that they don't seem to say anything when people travel with a soft case - so my question is actually about the handlebars. They say they need to be turned sideways, or I presume taken off. However, one of the more popular bags, from Scicon, is set up to let you keep the bars on. Has anyone here traveled on Alaska with a Scicon bag, or other bag that keeps the bars on the bike, and had any issues?
