About target controls for a healer using a controller

Is there a way to make this or not

When i go ⬇️ or ⬆️ and Select “not target” a tank i press a mitagation button that gives him the mit and locks on to him THAT allows me to spam 2-3 abilities at the same time

OR when I targeted a tank want to attack but the game won’t let me because i need lock off him first

My setup already allows me to attack monsters immediately just by using any attack ability no need to lock in
