Laning phase

So I've been maining Taric for a while and I notice my biggest issue is during laning phase. This is 100% my biggest downfall. How should I be playing in lane? I'm low gold trying to climb and this is holding me back the most by far. I usually try go for the early level 1 stun kill then I kinda just fall off and just throw out my stuns when they get close and try keep my adc healed. If someone can give me a basic run down of maybe a general do and don't and any pointers it would be greatly appreciated. If more information is needed let me know. (:
