Is explosive resistance bugged or something

Getting so frustrated rn no matter how much explosive resistance I have I instantly die to missle launchers or the infestations explosive weapons. I have full level 3 hardy and all 5 pieces of explosive resistance on my union pa and full bolstering and sentinel with emergency protocols. I'm not sure how I keep dieing and am so frustrated by it all is it bugged or what
