Could Spider Rico defeat Tommy Gunn?

In Rocky 5 why didn't Rocky ask Spider Rico to challenge Tommy Gunn to a match since Spider was tough and headbutts and gave Rocky trouble, would Spider have beaten Tommy or would Tommy have beaten him?
