Apple Music will not launch on Windows

Had issues with iTunes so I thought I would try Apple Music to move local mp3's over to my iPhone. I have tried EVERYTHING but Apple Music simply will not launch. I've uninstalled, reinstalled, tried repairing the app within Windows (repair errors out). No errors, just nothing. Apple Devices has the same issue. My Windows PC is fully updated, but NOTHING works. iCloud is working and I am signed in there. Any ideas?
