A view things how this tier list will work and what each Tier means and what I will consider. I will ignore classes as you can reclass everything. With race I will ignore Promstein race changes, but if you get another race via side quest outside of Promstein or via Main Quest they will be included in my ranking. I will look from when they can be recruited, so with earlier characters I will look from when they can be recruited. And I know even most characters I will put in D Tier can be broken thanks to see sealed and forbidden classes and races. I did forget the F tier, I will add it next day. Now what each Tier means.

S - Tier Broken Character that has an ability that pretty much wins you most fights on your own.

A - A really strong, that is great in most cases.

B - Really good to deccent with no downside.

C - Situational good, with either no downsides or can make it up.

D - Nothing Special, either no or little to no thing that makes them special or have a strong downside.

F - Actually bad.

Now for our main boy Luka. He starts out as Human - which is not great if you are in the active party, as most one can level either normal or jobs faster or loose max hp in order to gain even more HP and even worse until you get Salamander you are stuck in a Basic race with no Attribute Boni if you are not on new game plus - but he gets the Lowly Angel. And as he gets a level 10 with warrior with an event he gets access to two of three advanced races ones he reaches level 10 with it. Now his personal skill -

Hereos blood: He can always use Sword, Spear, Katana, Axe, Holy, Talk and Heroism skills.

Heroism skills deal +30% damage, and gain +2% damage for every % of missing HP.

Which is actually really good, he gets access to a lot of skills over the game which is never a bad thing. The second part makes him optimal to play in one of two ways - either as a tank to take hits and then deal more dmg when it is his turn or stay low all the time, but that one is more risky. At part 3 he also get early access to speicla classes that are strong in their own way and fit his play style.
