Do you have to be a dancer to wear a carnival outfit, and will you get look at funny if not?

Hi all! Geared more towards Brazil mainly, but anyone who knows is welcome. For Carnival, do you have to be a proper dancer / performer to wear the big feather outfits, or can anyone wear it? Will you get funny looks for doing so?

I find the outfits so fun-looking but never learnt to dance well enough to be part of a dance troupe. Obviously would wear it at the Carnival parades.
