How good is Sineva in Operations?

Title. I don't ask about warfare because I think it's pretty good there.

I'm curious about Operations because:

-he's loud as hell with the EOD set

-easy to stun out of the shield

I do know about the set Damage reduction at 30% and that you can now use weapons and not just the shield. I'm curious how good he may actually be.
