Is there any mod that makes enemies more alert/faster?

One of my frustrations with the game as a shooter enthusiast, is that the enemies are often deaf, dumb, and blind. It's often like shooting fence posts. Occasionally you get a bullet dodging goon, but most of the time, you can waltz into any NCPD situation and head shot everyone before they even know you're there. And even once your presence is known, they mope around like dummies.

Is there any mod that makes the AI a lot more alert, responsive, and accurate?
