Some prospects can't be scouted?

Every season I have several prospects that never get scouted. My scouts are auto assigned and I've checked and double checked that the players have x next to them. At the beginning of the season their profile page shows an assigned scout. By the end is the season they show Not Scouted, no Tier information, nothing. I've even tried assigning different scouts. Any ideas?
