Is he being setup for that role?

I'm rereading the main series and in HoC, Aramala tells Karsa that Hood is not happy that he is hoarding souls. Taking them away from hood.

Karsa is not ready to accend because he doesn't want chains of his worshippers. But in the God is not willing series, the shadow players seem concerned about that fact.

Do you guys think they want Karsa to fill the throne that Hood vacated?
