is NALN a scam?

so i’ve gotten 2 messages from them lately from NALN (National Auto Loan Network) and it would really help me out to have to pay less monthly for my car note (from 11.47% to 6.76% in apr and almost 200$ cheaper a month), but i don’t want to restart the entire length of the loan again if i refinance, not only that i truely don’t know if this is reliable or a scam! does anyone have any info or thoughts?
