Unsatisfying Conclusion

Why the hell can't you send Emmie out of the fort to go meet Buddy? She just sits there forever whining about how much she misses him, so why can't she go? You literally already succeeded, you passed the speech check, they just... didn't implement the next step.

Why? Is this some kind of convoluted commentary on the cruelty of the Magisters?
