Distribution business in goa- dried and packaged foods

I am looking for some guidance on starting a distribution setup in goa for fresh/dried and packged food products.

I have the following questions-

- Distribution business is very heavy on logistics.. How good or bad an idea is it to jump into something like this right now with the fuel and transportation prices rising literally daily.

- what documentations would I require if I am only distributing vs if I am repackaging and selling white lavelled products.
