Build refresh, only boots after CMOs reset

Specs:
Ryzen 7 7800X3D
ASRock B650I Lightning WiFi
Corsair Vengeance DDR5-6000 CL36 (2x16GB)
Thermalright Peerless Assassin
Radeon 9070 XT
850W PSU

Symptoms:
System will sometimes POST and enter BIOS normally.
BIOS detects both DIMMs and shows 32GB installed.
RAM is running at JEDEC 4800 MT/s.
EXPO has never been enabled.
BIOS version is 3.20.
Memory Context Restore was enabled by default.
The strange part:
After a CMOS reset, the system will often boot successfully.
I’ve entered BIOS multiple times and confirmed both sticks are detected.
After exiting BIOS or rebooting, the system frequently hangs again.
Power LED blinks at approximately 2 Hz indefinitely.
I have let it sit for 35+ minutes with no change.

Testing performed:
Stick 1 in A1: boots
Stick 2 in A1: boots
Stick 1 in B1: boots
BIOS has successfully recognized both sticks together as 32GB

I am at a loss, very frustrated and could use some help. Thanks
