Do I need a Recognition Certificate as a Dual Citizen in the Philippines and Japan?

I'm both a citizen in the Philippines and Japan, I have a PSA birth certificate, and I'm turning 21 soon, so Japan will make me choose between a Japanese passport and a Philippine passport. I am planning to choose the Japanese passport, but if I do, I can't stay in the Philippines as long as I want anymore. Everyone keeps telling me that as long as I get a Recognition Certificate as a Philippine Citizen, I can stay as long as I want. Should I get a Recognition Cert? What are my other options so I can stay in the Philippines as long as I want without any penalties or consequences?
