Union Cane question

If Union Cane was “a second-rate fighter with so much glass in his jaw that he oughta be a chandelier”, then how did he get in position to even challenge for the World Title? And please don’t give me the whole “ratings system can be manipulated“ spiel, because even with that being the case, he still has to win enough fights to even be in the discussion. So, my question still stands.
