Alt Look Rebind

Hello, I am getting back into it. Just that I bind my 3rd ability to my press scroll wheel. Sometimes, the wheel tilts left or right and that is alt left or right. Which in turn, pans my camera. Is there any way to rebind this? There are no settings for it and everything I look up does not mention it. Thanks
