I cant recruit units from the flagpoll. Is this because of a difficulty setting or glitch? (Antistasi Ultimate)

Theres no button to recruit units

When i go to my HQ flagpole theres no option to recruit units. Im running antistasi ultimate, and im using the hard difficulty. Does hard make you unable to recruit units, or is this a bug? If it is the difficulty, which parameter is it so i can change it back?
