HELP!! GD wont go over 30fps :(

i have been doing EVERYTHING i can for 5 days. i was using obs to record gd and all the sudden fps got set to 30. didnt change back. other steam games such as adofai and celeste also seem to be running slower, and a a bad delay. i have done EVERYTHING. i have fully deleted obs off my computer, then restarted it. i have tinker with all the nvidia v-sync options, EVERYTHINNG!!! WHY IS THIS HAPPENING HELP!!!! ALL MY STEAM GAMES ARE UNPLAYABLE!!!
