children’s story about discovering an underwater city when the tide goes really low

i think it might’ve been in an anthology book with other beach themed stories but i’m not sure. i just remember it was a young girl who noticed something out in the sand when the tide went out and she explored this underwater city and there might’ve been mermaids? her grandmother might’ve been involved somehow or maybe im misremembering and my grandmother read me the story… any ideas?
