[misc] oily dehydrated skin ?

i have very oily skin.
i have no active acne on my face atm. just cc, milia, and sebaceous filaments.
my current routine is vanicream cleanser in shower;
after shower i use vanicream facial moisturizer and today i just started using la roche posay cicaplast gel b5 around my eyes.
my skin still looks bad for some reason, idk why.
my eyes have a line under them and i was looking it mirror and faint lines on forehead. ( im 17 )
i believe my skin might b dehydrated but idk.
what exactly does dehydration skin look like ?
is it possible to have super oily skin and it still to be dehydrated i also do drink lots of water.
what products do u recommend ?
