Forest Brothers uprising not starting?

Trying to do the dumb secret Latvian path and I've restarted on 2 runs now because they made it to like 1938 without the uprising ever happening despite having it happen and already at Latvia in other times, is there specific choices that prevent it? The one time it did happen, Russia went Socialist and that kinda screws over my plan since they'd join my only allies
