Do all cyber jobs require ts clearance?

Any recruiters out there know if all cyber jobs require secret clearance? I really want cyber jobs but my history has a lot of orange flags and besides that the process for a TSI is probably lengthier than a simple secret clearance. For that reason I moved away from having Systems Ops as my top pick to Client Systems but now I’m hearing rumors that even client systems requires a TSI. Are we able to enter these jobs with just a secret? Even if later we need a TSI eventually, as long as I can get in I’m sure I can easily qualify for TSC later on.
