Why can I take philosophy 5 but not philosophy 1 when both have N restrictions?

I’m not a philosophy major and Philo1 and Philo5 both have the N restriction (School major only) why can I not take Philo1 but I can take philo5? Why can I take philo5 at all if it’s restricted to school majors only?
