(NC) 17yo minor wants to chance last name

Location: Cabarrus County NC

My child wants to change their last name (parents never shared a last name). I have tried reading all the info and guides and am struggling to understand exactly what I need to post at the courthouse and when/what is considered notifying the absent parent.

I know this won’t be an easy process but am trying to make sure I don’t miss any major steps in filing that winds up being a problem later on.
