Is it delusional to think he also misses me and deeply regrets breaking up

His sister told me he was going to text me wishing me a happy birthday a few weeks ago but he never did out of fear of hurting or upsetting me more. We haven’t spoken since we broke up a month and a half ago.

What if he wants to text me and talk but is afraid. Do I take that chance or not.
