how is ciggarettes normalized and legalized?

the smoke and the waste material definitely harms the environment which non smokers also has to face and also the smoke bothers me so much in public or oustide anyone smoning besides me i have to inhale that shitty smell its so inconvenient and my health is getting compromised so is other non smokers health and convenience too.
