Duval environmental mitigation policy is racist

When it comes to infrastructure improvement projects, the county government is prioritizing a bunch of projects out at the beach, above fixing Hogan's Creek, which is perpetually overflowing onto downtown city streets due to design flaws with the Arlington Expressway. But those are poor, Black neighborhoods that have to deal with it, so I guess it's not a priority. And the icing on the cake: the place where the flooding is the worst is right at Confederate Park, where the city still hasn't done anything about the blatant Jim Crow branding. Talk about a big F U from the wealthy Republicans out in Duval County, delivered straight to the Urban Core residents living in pre-1968 Jacksonville proper who have had their representation systematically stripped.
