Antenna not going up....

I finally got my radio back from OEM HiFi today all refurbished....both the head unit and amp. I've never had a working radio since I bought the car.

Of course, I hook it up....and realize the antenna doesn't work LOL.

The cig lighter works so I don't think it's the fuse (since fuse 28 controls the cig lighter and antenna together). I can't hear anything from the motor when I turn the radio on....no motor or clicking or anything. Any idea what this might be?
