If Xbox games are going to be on PC does console exclusivity going to make any difference

The recent shift from Xbox towards seems like such a half measure when all of their games are available on PC. Unless they stop bringing all their games to PC will this give any incentive to consumer to buy their console? My immediate reaction was they are simply going to lose revenue from PS5 users without significant any gain in console sales.

I'm not advocating for Xbox to go full exclusive but seriously fail to understand how this would make anyone consider getting Xbox. Especially after Sony backed out of PC market.
