Where I live, we have what's left of a huge mall that went out of business many years ago. Why don't the owners of the property make something useful out of it?

It is a great location for a data center, an outdoor music arena, or an open air mall. But yet it is slowly crumbling, and is an eyesore in the community. What do you think should be done with the property?
